刚收到@sct的通知，由于目前steem-engine没有像steem一样的通货膨胀的功能，所以SCT将引入UBI基本收入的概念

具体规则是：

26号SCT-UBI将生效，用户需要使用sct-ubi标签获取@sct.down点赞
